Transparency in Outcomes

The Government are proposing to introduce a framework made up of a set of national outcome goals. These outcomes will  be based on effectiveness, safety and patient experience.Click to tell us your views

This framework will:

  • Measure the overall performance of the NHS
  • Allow patients to hold the Secretary of State responsible for overall performance
  • Drive up the quality of health care services
  • Provide greater transparency about the quality of health care services, with publication of broader and locally relevant information for use by patients, carers and the public.

What will the framework consist of?

The framework will be based around a set of 5 domains which capture what the NHS should deliver for patients. These are:

  1. Preventing people from dying prematurely
  2. Enhancing the quality of life for people with a long term condition
  3. Helping people to recover from episodes of ill health or following injury
  4. Ensuring people have a positive experience of care
  5. Treating and caring for people in a safe environment and protection from avoidable harm

Within each domain there will be:

  • An overarching indicator that measures whether this is being achieved
  • More specific improvement areas with indicators to measure progress against each
  • Supporting suite of quality standards developed with the National Institute of Clinical Excellence
