Practice Based Commissiong
Clinical Commissioning Groups
Clinical Commissioning Groups
From April 2013, groups of GPs and other key healthcare professionals will be responsible for around 80% of the healthcare budget in their area and will plan and pay for services for the local population.
These groups will be called Clinical Commissioning Groups (CCGs), (formerly known as GP Consortia) and will buy services from the hospitals, ambulance service and community services providers. In Nottinghamshire, we are ahead of other parts of the country and have already devolved budgets to our CCGs so that they are responsible for local commissioning decisions.
The CCGs will cover all GP practices in their area, and they will each have a governing Board who will be responsible for making decisions about healthcare. The Board will include GPs, nurses, hospital doctors, other healthcare professionals such as physiotherapists and patient representatives.
The NHS Commissioning Board will be set up to oversee the CCGs and ensure that they are spending their budgets properly. This Board will also be responsible for commissioning specialist services like transplants and health services in prisons.
All practices in Nottinghamshire are actively engaged and are grouped into::
- Highpoint
- Principia
- Newark and Sherwood Consortium
- Nottingham North and East Consortium
- Nottingham West Consortium

PCT Cluster
PCTs will cease to exist from April 2013 when it is planned that Clinical Commissioning Groups will take over the commissioning of health services.
As you are aware, NHS Nottinghamshire County and NHS Nottingham City have been working as a cluster, through one Executive Team, since April 2011. This has saved resources, prevented duplication and allowed a more efficient and effective approach to co-ordinating the challenges and reforms facing the NHS in our region.
The official title of the Cluster is: NHS Nottingham City and Nottinghamshire County.
The aim of the clustering is to ensure PCTs continue to be resilient during the transition phase, maintaining focus on improving the quality and safety of services, and are able to provide the best possible support to Clinical Commissioning Groups and local authorities as they take on responsibility for Public Health. The Cluster provides more capacity and flexibility to support emerging CCGs during the transition period.
As part of the clustering process, Ron Buchanan is now the joint Chairman across the City and County PCTs. NHS Nottinghamshire County and NHS Nottingham City will remain statutorily separate organisations.
